Speaking as someone who worked in a pub during my misspent student years, one of my jobs was to clean the loos. The gaps at the bottom mean you can swing a mop around the floor a lot easier, rather than just pushing bits of soggy loo paper, (and cigarette ends... ah, those were the days!) to be left wedged against the walls.<br /><br />Also, (brief true story) once I entered a stall in a public loo in dire need, only to discover in mid-wee that there was no loo roll. :-/ I asked politely if anyone could take pity and pass me some, and a hand appeared beneath the gap between me and my neighbour with a generous quantity.
